Noel Twilbeck served for many years as the Chief Executive Officer of CrescentCare (formerly known as NO/AIDS Task Force) in New Orleans LA. He began as a volunteer with the organization in 1987, was hired as Director of Volunteer Services in 1989, and became Executive Director in 1999.

Under Noel’s leadership, CrescentCare has grown from a staff of 30 to over 270 employees, and an annual budget expansion from $3.5 million to $56 million as the organization has transitioned from a HIV/AIDS Service Organization to a Federally Qualified Health Center. CrescentCare provides access to primary medical care, behavioral health, oral health, and supportive services to anyone accessing its 2 clinic sites in the New Orleans area with a focus on HIV, STI, and HCV, screening, treatment, and care, as well as preventative and primary medical care to the LGBTQ+ population and individuals working in the service industry.

In 2022 alone, CrescentCare helped provide care and treatment to over 14,000 individuals, and prevention activities to over 20,000 people in the greater New Orleans area. We congratulate Noel on his retirement from CrescentCare, and we honor him for his decades of service to our community.
